Two different water damage scenarios can look nearly identical when you walk in the door – same square footage, same wet carpet, same anxious homeowner. Yet one may justify only a fraction of the scope the other one does. One difference is in classification, and getting it right starts with the initial inspection.
The IICRC S500 treats the intake call as a starting point, not a verdict. Section 10.5 says a restorer can make assumptions from the initial contact to mobilize a response, and once they’re on site performing an initial inspection, those assumptions can change.
The “preliminary determination” defined in Section B and again in 10.6.7 is the process the restorer uses to establish the Category of water, which is then used for establishing a scope of work. When a reviewer later questions your equipment counts, your PPE, or your drying days, the real question is whether the classification supports the scope you billed.
Category and Class Answer Two Different QuestionsClass describes the estimated evaporation load. Section 10.4.3 defines it as the estimated evaporation load when humidity control or restorative drying begins, based on the approximate wet surface area and the permeance and porosity of affected materials within the drying environment.
Class 1 is when you have wet, porous materials representing less than about 5 percent of combined floor, wall, and ceiling surface area; Class 2 is about 5 to 40 percent; and Class 3 is more than about 40 percent. Read the fine print on all three, though: each also requires that low evaporation materials and assemblies have absorbed only minimal moisture.
Class 4 is not a percentage. It covers significant water absorption into low evaporation materials such as plaster, wood, concrete, and masonry, or low evaporation assemblies such as multilayer wallboard, multilayer subfloors, or gym floors. In these cases, drying may require special methods, longer drying times, or substantial water vapor pressure differentials.
Here again, consistency in your documentation matters. A modest, wet footprint over a saturated multilayer subfloor is a Class 4 project, but if your paperwork describes a Class 2 room, the extra days read as overuse.
Category drives contamination controls, worker protection, and whether porous materials come out or dry in place. Class and material conditions drive the equipment plan and the timeline.
Antimicrobials are the clearest single example, and they cut both ways. Section 7.1 states that not all water intrusions warrant the use of antimicrobials, and when there’s a Category 1 intrusion that has not changed in Category, their use is generally not warranted. That’s why a biocide line on a documented Category 1 file invites a question, and why a documented Category change is what makes the same line defensible.
Section 1.2.2 directs restorers to document relevant information throughout the project and conduct detailed inspections identifying the Category, the Class or extent of wetting, the types and quantities of affected materials and apparent or potential damage, and then to use that information to develop the preliminary determination, pre-restoration evaluation, scope of work, and procedures.

Lastly, there’s the completion rule. Section 1.2.2.3 states that drying equipment should remain in operation until it’s been verified and documented that the drying goals have been achieved. That verification turns a logged equipment day from an assertion into a record, which helps if and when there’s a dispute.
Across more than eleven thousand comparative estimates on our platform, equipment lines are reduced on the nearly nine in ten of mitigation invoices we review, and a bit over a fifth of all reduced dollars trace to documentation gaps, more than outright price disagreements account for. On air mover days, documentation reasons account for most of the reduced dollars. Those are recordkeeping arguments, not scope arguments, and they’re winnable before they start.
Classification is not paperwork you complete to satisfy the standard, it’s the reasoning behind your scope, and it can make all the difference when it comes to getting paid in full for your work.
